Bonded warehousing may be an effective solution for companies that need to postpone entry into U.S. commerce, consolidate international shipments, re-export merchandise, or maintain inventory closer to customers without immediately paying import duties.

Storage of imported merchandise under CBP supervision
Inventory control and bonded-status tracking
Preparation and processing support for CBP Form 7512 movements

Foreign-Trade Zone Warehousing
A Foreign-Trade Zone is a secured area located within the United States that is treated as being outside U.S. Customs territory for certain duty-related purposes. Foreign and domestic merchandise may be admitted into an FTZ and stored, handled, inspected, repackaged, labeled, assembled, distributed, or re-exported, subject to the operator’s approved scope and applicable government authorization.
FTZ warehousing can provide significant cash-flow, operational, and supply-chain benefits for qualifying importers and exporters.
Potential Benefits of Using an FTZ
Duty Deferral
Customs duties are generally deferred while foreign-status merchandise remains inside the activated FTZ. Duties become payable when merchandise enters U.S. commerce.
No Duty on Re-Exports
Merchandise admitted into the FTZ and later exported from the United States may generally avoid U.S. customs duties.
Improved Cash Flow
Companies can delay duty payments until merchandise is withdrawn from the FTZ for entry into U.S. commerce.
Weekly Entry Opportunities
Qualifying FTZ users may be able to consolidate multiple shipments into a weekly Customs entry, potentially reducing Merchandise Processing Fees and administrative workload.
Inventory Flexibility
Merchandise can remain in an FTZ without the standard five-year bonded warehouse storage limitation, provided the goods remain eligible and all FTZ requirements are satisfied.
Reduced Duty Exposure on Damaged or Scrapped Goods
Subject to CBP authorization, duties may not be payable on merchandise that is destroyed within the FTZ or exported rather than entered into U.S. commerce.
Inverted Tariff Opportunities
For approved manufacturing or production activity, an importer may be able to elect the duty rate applicable to the finished product rather than the duty rate of its imported components. Production authority and additional government approvals may be required.

Bonded Warehouse or Foreign-Trade Zone?
The best program depends on the type of merchandise, expected storage period, frequency of withdrawals, anticipated export volume, and the importer’s overall supply-chain strategy.
A bonded warehouse may be appropriate when:
Merchandise will be stored temporarily before entering U.S. commerce
The importer wants to defer duties for a limited period
Cargo may be re-exported
The operation requires relatively straightforward bonded storage and withdrawals
Inventory is expected to remain in storage for less than five years
A Foreign-Trade Zone may be appropriate when:
Inventory will be stored for an extended or indefinite period
Merchandise will be received and distributed regularly
A significant percentage of inventory may be re-exported
The importer could benefit from weekly entry procedures
The operation requires labeling, repacking, kitting, assembly, or other authorized activity
The importer is seeking a long-term duty-deferral and inventory-management strategy
Our team can review your expected cargo flow and work with your customs broker to determine which program may be the best operational fit.
